Closed Unassigned: Update Level rules or Package level rules won't work [191]

I am wondering if I have completely misunderstood the functionality of the rules section or if it does not work at all.

Here's what I am doing:

I want to depoly out a package to the whole estate; but the package should only install on Windows XP workstations. (it is EMET by the way)

I load the msi first and the in the rules section, I created a update level and a package level rule, indicating Windows version should be equal to Windows XP.

When this package is published, it is downloaded to and applied to all servers and workstations.

Have I got anything wrong here.
