Created Unassigned: Release v1.3.1407.11 doesn't include some custom updates files, crashes [210]

When attempting to create a Custom Update from Release v1.3.1407.11, WSUS Package Publisher crashes.
Including the following files from a previous release fixes the issue:
CustomUpdateElements.dll
CustomUpdateElementViewer.dll
CustomUpdateEngine.exe
