Can you explain the IsInstallable and IsInstalled rule more in depth? I'm also having this issue with an Adobe Flash Player update package using the MSI. I have verified that I am using the proper MSI code.
I did an uninstall of adobe flash on my test machine, would this affect the ability of the package to install if there is no version of flash player on the computer? If so is there a way to tweak my package to force the computer to install if the package version software isn't found or if no adobe flash software is found?
