When they reboot there machine, Wsus Package Publisher tries to install version 14 because its no longer detected.

First, you need to know that WPP doesn't push any updates on clients. Computers check periodically on Wsus server if an update is available and install it if necessary.

This problem occurs because :

• You have let the ability, for computers, to get new release of Adobe Flash Player from Adobe web site AND Wsus.
• The rule 'IsInstallable' for Flash Player update only check if this version is not installed. It should also check if a newer version is not already installed.
