Winfried is right, updates can only be approved on Wsus Computers Groups.
However, there is a work around :-)
Make a GPO (Preference) that create a registry Value (For example: key: HKLM\Software\Your Company Name\FireFox, Value: Install and Data = true)
Then assign the GPO to this OU only.
When you create the update, in the IsApplicable Rule, filter on this Registry Value.
