The update would fail immediately if the issue were certificate related, as WUA checks the update package certificate and exits immediately with an error if it's invalid. There's probably something else going on. How are "deploying" Reader and Java? Also, Java 7 is going to be EOL in April, you should be looking into transitioning over to 8 unless you have a service contract with Oracle.
