I was definitely on the right track.

Create a new Update.
Set Package Type to Update
I set Update Classification to SecurityUpdates
I also set Prerequisites to 15.007.2033

NEXT

Added a Rule for MSI PRODUCT INSTALLED and set Product Code to

a6eade66-0000-0000-484e-7e8a45000000

Again, assuming this is the product code for 15.009.20069 so this will check to see if 15.009.20069 is already installed.
Click OK
Check DELETE RULES AT PACKAGE LEVEL

NEXT

Added a Rule for MSI PRODUCT INSTALLED and set Product Code to

ac76ba86-7ad7-1033-7b44-ac0f074e4100

This is the product code for 15.007.20033.
Click OK
Check DELETE RULES AT PACKAGE LEVEL

NEXT

Leave metadata alone and just hit PUBLISH
