Commented Unassigned: Manage Catalog Subscriptions greyed out? [300]

I can't access the Manage Catalog Subscriptions as it appears to be greyed out. I've restarted the application and even rebooted the server with no luck. Any suggestions?

Comments: Did you select one or more catalogs for subscriptions? If not, select first over Import from Catalog one or more Catalogs.
