New Post: Package rules don't work

I created a customer update which delete a Link in c:\users\public\desktop\LibreOffice 4.1.lnk.
Here two screenshots von the package rules:

I approve the update to my client. Stop the windows update, delete software distribution folder and search new updates. But windows don't found anyone. I try it without the size - the same result.

Version: 1.3.1311.6
OS: Windows Server 2012R2
