Commented Issue: MSI and MSP updates appears as 'Not Applicable' instead of 'Not Installed' [152]

When publishing an update from a MSI or MSP file, if "Is Installable" rules is left blank, the update appears as 'Not Applicable' instead of 'Not Installed'. Therefore, clients computers doesn't install it.
Comments: Now WPP doesn't clear anymore 'Is Installed' and 'Is Installable' rules, if user have not been provide those rules.
