After upgrade of system to Windows 10 WSUS Package Publisher fails to publish scup catalog patches (Flash 19 as one example) with "Publishing operation failed because the console and remote server versions do not match."

I have Tools->Settings->"Ignore Console and Server version mismatch." checked.
Comments: I understand that WSUS Console comes in with RSAT. But RSAT for Server 2012R2 only installs on Windows 8 or Windows 10. I don't have any Windows 8 boxes anymore, we're mostly Windows 7 and just starting switching to Windows 10. I've also confirmed I can't easily upgrade my server from core to gui. So I can't run PP on the server. Right now my choices appear to be: 1) re-create a Windows 8 client with RSAT and PP (what I did before I foolishly upgraded my management box, 2) install a new server in gui mode and create a new WSUS system and then use the new WSUS capable server to run PP. Given my old WSUS server has all the Windows XP and Windows 8/8.1 stuff which will no longer be needed in my environment I'm thinking maybe building a whole new server isn't a bad idea.
