After upgrade of system to Windows 10 WSUS Package Publisher fails to publish scup catalog patches (Flash 19 as one example) with "Publishing operation failed because the console and remote server versions do not match."

I have Tools->Settings->"Ignore Console and Server version mismatch." checked.
Comments: And now to modify my early comments: I had been unable to get RSAT to install on a Server 2012R2 system but I did find out I could get the WSUS Console to install: Run "cmd" as admin, run powershell, run "Install-WindowsFeature -Name UpdateServices-Ui" This will install the WSUS Console code on a server OS system (I had a different server OS that already required a gui). Once this was installed I was able to install PP and connect remotely to the original (server core) WSUS server.
